Preisker Gardens HOA Meeting

The meeting was called to order at 7:00pm Tuesday, January 14, 2014.

Board members in attendance: Terrie Hutchison (President), Robert Jones (Vice President), Ray Smoot (Secretary), Wendy Mueller, (Treasurer), and Members-at-Large, Jim Rodriguez and Chris Maggio.

December minutes were read and approved.

Items of business included:

1. A reminder was given regarding holiday lighting. It must be down by January 31st. It appears that most homes are already in compliance.

2, Discussed the possibility of starting a neighborhood watch program. The board has been in contact with the Santa Maria Police Department and has been informed that they have begun patrolling our neighborhood on a more regular basis. The board may discuss the neighborhood watch program further at a future date.

3. It was noted that there are quite a number of homes in violation of the CC&R regulations, and warnings will be sent.

4. The board is looking at dates for the next community yard sale.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00pm Tuesday February 11, 2014.

Board members in attendance: Terrie Hutchison (President), Robert Jones (Vice President), Ray Smoot (Secretary), Wendy Mueller, (Treasurer) and Members-at-Large, Jim Rodriguez and Chris Maggio.

January minutes were read and approved.

Items of business included:

1. The main topic of discussion was neighborhood security. Two representatives from the Santa Maria Police department were guest speakers. Since our neighborhood has experienced several burgleries during the past year, the department has been increasing patrols. Residents were urged to report anything suspicious immediately. The number to call is 928-3781.

There was great interest in the topic of this meeting, and there was a "packed house". The majority of the residents present seemed very interested in starting a neighborhood watch program. The police department stated that they will give the neighborhood all of the tools needed to begin if that is what they decide to to do.

2. There are cameras at the front gate that work well, but additional lighting would be helpful in order to better read license plate information when it is dark.

MARCH 2014

Preisker Gardens HOA Meeting

The meeting was called to order at 7:02pm Tuesday March 11, 2014.

Board members in attendance: Terrie Hutchison (President), Robert Jones (Vice President), Wendy Mueller (Treasurer) and Members-at-Large, Jim Rodriguez and Chris Maggio.

February minutes were read and approved.

Items of business included:

1. RV lot was discussed. Residents with vehicles parked in lot were vandalized. Police reports were filed. If anyone has information about this crime please contact the Police. If you witness any suspicious activity in the community, CALL THE POLICE IMMEDIATELY. Re-painting lines in the RV lot was also discussed. Jim R. brought some estimates. Will run $500.00+. No decision was voted on at this time.

2. More discussions about security measures in our community took place. Changing front gate codes was suggested. Wendy will collaborate with Terrie to find out cost of improving/changing entry gate options. Improving lighting is in process. Our electrician is gathering estimates on LED replacements for existing lights along with adding more lights to each pole. No decisions can be voted on yet. A sample will be submitted by the electrician as soon as possible.

3. The Gardening service was discussed. The new company received some compliments. They trimmed all the Olive trees in the front at no additional cost. A proposal has been submitted to the board to improve previous drip system and re-plant in front of clubhouse plus other needed improvements. The board agreed that the gardener will work on the entryway first and continue a section at a time to mid-agate costs.

4. CC&R violations were discussed. Issues brought up were backyard Sheds and Awnings. Sheds that exceed the height of the fence line are not allowed. There are many residents who have this violation. If the community wants the Board to proceed/fine against one violator we must proceed/fine ALL violators. We complimented the community about the positive actions of keeping portable Basketball hoops out of the streets at night. Keep up the good work.

5. Some of the residents in attendance would like to participate in Neighborhood Watch. Lona Cunningham volunteered to be a contact for Police to implement this program. She is looking for people in the community to step-up and help her. This program can not succeed unless more people get involved. If you are available to help or want more information please contact the Board at info@preiskergardens.net . We will get your information to Lona or if you know Lona, contact her directly. It is the Boards hope that we become a more informed and safe community. A future community pot-luck and/or block party was discussed.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, April 8, 2014.

March minutes were read and approved.

Items of business included:

The main topic of discussion was neighborhood security. The front gate code system is becoming outdated, and will eventually need to be updated. Several options are being considered. Better street, front gate, and RV lot lighting is also under consideration. There was also discussion about adjusting the front gate camera angles to have better views of cars entering and leaving the neighborhood.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, May 13, 2014.

Board members in attendance: Terrie Hutchison (President), Robert Jones (Vice President), Wendy Mueller (Treasurer), Ray Smoot (Secretary) and Members-at-Large, Jim Rodriguez and Chris Maggio.

April minutes were read and approved.

Items of business included:

A concerned resident asked the board why the parking lot at the clubhouse had been used recently for a large barbecue by a private party since it is not allowed. The board will review and revise the clubhouse usage agreement to make sure all parties are aware that this is the case.

There was a miscommunication regarding the neighborhood watch meeting that had been scheduled for last month, and there were no attendees. Terrie will contact the police department about setting up another meeting.

There was discussion brought up by two residents regarding the Association's vehicle towing policy. The policy was reviewed in detail, and the individuals concerned were told that the board would review their concerns and communicate with them directly within the next few days.

The pool has been a source of concern as of late, especially with the warm weather we have experienced during the past few weeks. There has been an increasing number of non-residents "sneaking" in, and/or residents abusing the guest limit. Basic rules and common courtesy are not being observed. Each (key-holding) household is allowed two guests, and the host must be present with the guests. The board has been notified by the pool maintenance company that they are having difficulty keeping up with the maintenance with all of the extra usage, and will keep us advised as to whether it needs to be closed to allow the chemicals to have a chance to do their job.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, June 10, 2014.

Board members in attendance: Terrie Hutchison (President), Ray Smoot (Secretary) and Members-at-Large, Jim Rodriguez and Chris Maggio.

May minutes were read and approved.

Items of business included:

Per page 36, section 8.12 of the Association's CCR's, live, loud, or karaoke music in a house or back yard is not permitted, and will be be subject to a fine. This was reviewed because a few residents were concerned about a social gathering at a particular home where there was loud music, and parking was a problem. Because of this, the board also reviewed the section of the CCR's that pertain to parking restrictions as far as parking in front of other residences, and/or blocking fire lanes.

It has been brought to the Board's attention that there may be some residences conducting business out of their homes, which is in violation of page 5, section 2.03 of the CCR's. The Board will investigate this further, and send out letters if necessary.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, July 8, 2014.

Board members in attendance: Terrie Hutchison (President), Wendy Mueller (Treasurer), Ray Smoot (Secretary) and Member-at-Large, Chris Maggio.

June minutes were read and approved.

Items of business included:

Reviewed key policy. RV, pool, park entrance, and main gate openers require a deposit of $40.00 which is refunded when key is returned. The keys are available by attending an HOA meeting.

A resident who had received a notice regarding the color they were painting the trim on their home questioned why they had received it. The CCR's were reviewed regarding color choices available at this time. Discussion involved the fact that if updated colors are to be considered, the idea must be presented at an HOA meeting, and have a majority of the residents in agreement regarding the change.

A resident inquired about receiving updated financials for the HOA. They are not automatically mailed out to all homeowners, but are available upon request by emailing, or attending an HOA meeting.

There will be a community yard sale on Saturday and Sunday, August 9th & 10th from 8:00 am to 2:00 pm. A notice will be put in the newspaper.

The paving and painting projects are on hold at this time.

Overnight parking on interior streets was reviewed once again. Between the hours of 10:00 pm and 5:00 am vehicles are not permitted to park and are subject to towing with no notice.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, August 12, 2014.

Board members in attendance: Terrie Hutchison (President), Robert Jones (Vice President), Wendy Mueller (Treasurer), Ray Smoot (Secretary), and Members-at-Large, Chris Maggio and Jim Rodriguez.

July minutes were read and approved.

Items of business included:

The pool will be closed for general maintenance for at least one week.

The community yard sale was a success.

The CCR's were once again reviewed regarding acceptable exterior paint colors for homes. While the board recognizes the fact that the colors may be outdated, a change cannot be made without the homeowners voting on it. If any homeowner wishes to address the subject, attending future HOA meetings is encouraged.

The CCR's were reviewed regarding noise nuisances. There were several complaints regarding a "party" at a resident's home recently. The board is responding by sending the resident a letter. Noise nuisances are not just limited to "parties"...it also includes loud vehicles, loud car stereos, motorcycles and speeding. Bottom line...please be courteous to your neighbors.

The meeting was called to order at 7:00 pm Tuesday, September 9, 2014.

August minutes were read and approved.

Items of business included:

Nuisance violations, specifically motorized vehicles such as minibikes, race cars, motorcycles was discussed. Anything, loud, and driven on the streets, repeatedly, or at excessive speeds is considered a nuisance, and is subject to a fine. This especially includes vehicles that are not street legal, such as go carts and minibikes.

There have been several complaints about dogs running loose in the neighborhood. Pets must on a leash at all times outside of the house. This is not an association rule specifically, but SPCA and City of Santa Maria laws.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, October 14, 2014.

Board members in attendance: Terrie Hutchison (President), and Members-at-Large, Chris Maggio and Jim Rodriguez.

September minutes were read and approved.

Items of business included:

Terrie reported that letters have been prepared to send to homeowners concerning dogs running loose in our community. The homeowner is responsible for keeping their dogs on their own property or on leashes when walking them. Another letter will go to those who are driving go-carts and minibikes around our streets.

A representative of a company that installs alarm systems gave a presentation about those systems. He left informational brochures at the clubhouse.

A new homeowner had questions about improving his property. He wanted to replace the old wooden fence posts with metal ones. Since this will make no difference to the appearance of the fence from the street, it is not necessary to get Board approval for this action.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, November 11, 2014.

Board members in attendance: Terrie Hutchison (President), Robert Jones (Vice-President), Wendy Mueller (Treasurer), and Member-at-Large, Chris Maggio.

October minutes were read and approved.

Items of business included:

Terrie informed us that our gardeners will not be working on December 31.

The estimate from Toby Electric for new street light fixtures with brighter bulbs were over $750 each, plus shipping and installation. Robert will check other sources for prices.

Terrie installed NO PARKING signs on the fences along the north side of Cedar Road. Some people had been ignoring the NO PARKING warning that is painted on the curbs.

Once again the Board affirmed that there is NO OVERNIGHT PARKING of trailers or recreational vehicles in front of any residence. Doing so will subject your vehicle to towing.

Terrie and Wendy will be looking into getting new signs posting pool hours. People have been discovered in the pool at midnight and beyond.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, December 9, 2014.

Board members in attendance: Terrie Hutchison (President), Robert Jones (Vice-President), Wendy Mueller (Treasurer), and Members-at-Large, Chris Maggio and Jim Rodriguez.

November minutes were read and approved.

Items of business included:

Terrie brought up the topic of our lein policy. Should we continue to put leins on houses that are delinquent in their dues by $150, or should we raise that minimum amount? It is expensive to put a lein on a property. Our costs are usually but not always recoverable when the house is sold.

Those who are not current on their dues lose all access to our community facilities, including the pool, clubhouse, and RV parking area.

Our meetings are open to all residents of Preisker Gardens. No one except the Board members attended this meeting. We encourage all of you to attend meetings and voice your concerns about our community.
