Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, January 13, 2015.

Board members in attendance: Terrie Hutchison (President), Robert Jones (Vice-President), Wendy Mueller (Treasurer), and Chris Maggio (Member-at-Large).

December minutes were read and approved.

Items of business included:

1. The Board discussed the fact that the Santa Maria Police are still patrolling Preisker Gardens at random times.

2. We have been having problems with gophers, especially on the grass north of our entry on Preisker Lane. We will contact All-Weather Gardening to see if they can address this problem.

3. A resident reported that people have been seen in the pool late at night. The Board inspected the pool area and discovered that all of the lights were off. This may be a problem with the timer. Our electrician will be asked to look into the problem. We want all lights around the pool to be turned on after hours, so that we can easily see if people have illegally entered the pool area.

4. The Association will have an election this year. We need candidates to run for various offices on the Board. If you think you might be interested in serving on the Board, please let us know by sending us an email or, better yet, by attending one of our monthly meetings.

February 2015

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, February 10, 2015.

Board members in attendance: Terrie Hutchison (President), Wendy Mueller (Treasurer), Chris Maggio and Jim Rodriguez (Members-at-Large).

January minutes were read and approved.

Items of business included:

1. The gardeners have been working on extermination the gophers in the lawn on Preisker Lane. More work will be needed.

2. GARAGE SALES: We will have our semi-annual garage sales on the weekend of May 9th and 10th. We will pass out flyers closer to the date, and we will advertize in the Samta Maria Times. (In case of rain, the dates will be postponed by one week.

3. Residents must see that their lawns are mowed and their front yards are free of weeds. Letters will go out to those in violation,

4. We will be upgrading signs at the pool.

5. Please consider running for an office on the Preisker Gardens Board of Directors. All offices are available.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:04 pm Tuesday, April 14, 2015.

Board members in attendance: Terrie Hutchison (President), Wendy Mueller (Treasurer), Chris Maggio and Jim Rodriguez (Members-at-Large).

Treasurer's report: Our operating expenses for January through March of 2015 were $15,231. Expenses for the month of March were $6,250.

Items of business included:

1. Your key to the second gate to the pool entry may not work. If you have any trouble with it, we will provide you with a replacement. Contact us by email or at a monthly meeting.

2. People have been climbing the pool gate. We will look into ways to prevent using the hinges to climb on. If you don't have a key, you don't have permission to use the pool.

3. New LED lights have been installed around the clubhouse an pool, four of which have motion detector switches.

4. The Board voted to replace our current street lights with much brighter LED lights. This will require installing new fixtures and bulbs at each of our 27 street light locations. These lights will be much brighter than our current lights, and they should cost up to 85% less to operate. LED bulbs need replacing much less often than our current lights do. The total cost will be $20,474. We should recover this cost within 5 years due to the savings on our electric bill and to fewer bulb replacement expenses. This project should greatly enhance our nightime security in Preisker Gardens.

5. Please consider running for an office on the Preisker Gardens Board of Directors. All offices are available. If you would be willing to run for any office on the Board of Directors, please let us know by email or by coming to a meeting. You may also contact any current Board member for more information.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:02 pm Tuesday, May 12, 2015.

Board members in attendance: Terrie Hutchison (President), Wendy Mueller (Treasurer), Chris Maggio and Jim Rodriguez (Members-at-Large).

The minutes for the April meeting were read and approved.

Treasurer's report: Our operating expenses for the month of April were $4.550. Operating expenses for Jan-Apr 2015 were $20,615. this is a savings of $13,366 over the same period last year (2014). We have realized a savings of over 50% on both our gas and water bills over last year.

Items of business included:

1. Terrie obtained an estimate from Ramsey Asphalt of $326,000.00 to pave our streets. We will be getting estimates from other companies as well.

2. LFM&G Accountants has been given Power of Attorney to negotiate with the IRS to give our Association non-profit status.

3. The Board unanimously approved the use of white paint as a trim color for our houses. You may now use either white or dark brown as your trim color.

4. The Board also approved the use of white vinyl trim on replacement windows. Either white or brown trim is allowed on windows.

5. The street light replacement should be completed this week.

6. We have termites in the gate-house. Terrie will have Western Exterminators treat the problem.

7. Please do not park in our driveways by the entry gate to pick up your children from the school bus. This creates conjection at the gate and a safety risk for those entering and leaving our community.

8. We will be holding election for the Board of Directors this summer. We will distribute information door-to-door on the duties of each office. If you would be willing to run for any office on the Board of Directors, please let us know by email or by coming to a meeting. You may also contact any current Board member for more information.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, June 9, 2015.

Board members in attendance: Terrie Hutchison (President), Wendy Mueller (Treasurer), Chris Maggio and Jim Rodriguez (Members-at-Large).

The minutes for the May meeting were read and approved.

Treasurer's report: Our operating expenses for the month of May were $9,454. Operating expenses for Jan-May 2015 were $38,952. This is a savings of $8,906 over the same period last year (2014).

Items of business included:

1. Terrie is looking into our eligibility to obtain a loan, which we will need to pay for repaving our streets.

2. We have bids of $700 and $450 to fumigate the gatehouse. We got a bid on June 10 for $1050. We will go with the $450 bid.

3. A letter was left at each residence informing residents that we will be enforcing our landscaping rules on keeping down weeds and keeping lawns mowed. We will also be enforcing rules about keeping you trash cans out of sight. Residents have the month of June to get their properties in shape.

August 2015

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, 11, 2015.

Board members in attendance: Terrie Hutchison (President), Wendy Mueller (Treasurer), Jim Clatfelter (Secretary), Chris Maggio and Jim Rodriguez (Members-at-Large).

There was no official meeting in July, so the minutes for the June meeting were read and approved.

Treasurer's report: Our operating expenses for the month of July were $2,720. Operating expenses for Jan-July 2015 were $47,566.

Items of business included:

We need to increase the money in our reserve account to allow for paving and repairing our streets. For that reason the monthly dues must be increased to $90.00 beginning on October first. This is a 20% increase.

Monthly dues will be $90 beginning October 1st.

No one has expressed an interest in running for an office on the Board of Directors. If no one comes forward to run for a Board office, there will be no election this year. The current Board will continue for another year, with the addition of Omar Garcia, whom the Board appointed to fill the vacant office of Vice President.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, September 11, 2015.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Jim Clatfelter (Secretary), Chris Maggio and Jim Rodriguez (Members-at-Large).

The minutes for the August meeting were read and approved.

Treasurer's report: Our operating expenses for the month of August were $12,723. Operating expenses for Jan-July 2015 were $60,290.

Items of business included:

1. We will have our semi-annual yard sales on the weekend of October 17th and 18th. We will pass out flyers closer to the date, and we will advertise in the Santa Maria Times. (In case of rain, the dates will be postponed by one week.)

2. The Board will be seeking more bids this month on the job of repairing our streets. We are open to any suggestions the paving companies might have about our best course of action in this regard.

3. The bulk of the meeting was taken up by questions from residents about the increase in dues that will take place beginning October 1 of this year.

Q. Why were the dues raised by $15 when past raises have been only $5 or $10 per month?

A. The dues have been $75 since January, 2011, almost five years ago. Operating expenses have increased since that time. We are also faced with the need to address the poor condition of our streets.

Q. Why doesn't the City of Santa Maria take care of our streets?

A. Our streets are privately owned by the homeowners of Preisker Gardens. We are responsible for maintaining them.

Q. Will the dues be reduced at a later date?

A. This is extremely unlikely. We have never experienced a reduction in the expenses we have to meet each month.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, October 13, 2015.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Jim Clatfelter (Secretary), Chris Maggio and Jim Rodriguez (Members-at-Large).

The minutes for the September meeting were read and approved.

Treasurer's report: Our operating expenses for the month of September were $9,637.

Items of business included:

1. We will have our semi-annual yard sales on the weekend of October 17th and 18th. We will advertise this event in the Santa Maria Times. (In case of rain, the dates will be postponed by one week.)

2. The Board has received two more bids on road repair and maintenance. These two bids are in the neighborhood of $100,000. We are open to any suggestions the paving companies might have about our best course of action in this matter. We don't have the funds to proceed with the necessary paving at this time. We hope to be able to take action on this sometime next year.

3. Please bring all concerns about problems in out community to the attention of the Board, either through email or by attending the monthly meeting. DO NOT CALL OUR ACCOUNTANTS about community concerns. They are responsible only for our bookkeeping needs.

4. The Board unanimously approved a motion to deliver a copy of the minutes to each residence after every meeting. If you don't get a copy at your door, they will still be posted on the bulletin boards by each bank of mail boxes.

5. THE POOL WILL BE CLOSED FOR 30 DAYS. The gate has been kicked in again, and we must repair the lock. This kind of vandalism costs us all.

6. When the pool opens again, if you find that your pool key does not open the inner gate, come to our monthly meeting to exchange it for a new one.

7. Please remember that all improvements to the outside of your home must be approved by the Board prior to beginning work. Bring your plans for changes to the Board, either at a meeting or by email at info@preiskergardens.net. Most plans for improvement will be approved.

8. We have had several reports of vandalism and thefts in our community. Houses and cars have been robbed. To be safe, lock your houses when you leave, and lock your cars even when they are parked in your driveway.

9. Too many cars have been parking on our streets for long hours. You can be fined for parking longer than 30 minutes in front of our houses. This can make access difficult for emergency vehicles. When we receive complaints about your vehicles parking on our residential streets for many hours, you will receive a verbal warning. If you continue to violate this rule, you can be fined $150. Please cooperate to keep our streets safe.

10. Please ask your children to be attentive when they are going and coming from the school bus stop. Several people have observed children running in front of cars by our front gate.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, November 10, 2015.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Wendy Mueller (Treasurer), Jim Clatfelter (Secretary), and Chris Maggio (Member-at-Large).

The minutes for the October meeting were read and approved.

Treasurer's report: Our operating expenses for the month of October were $8,033. Year-to-date expenses were $73,004.

Items of business included:

1. Some residents have told us they do not know the code to the front walk-in gate. It is 1957. The vehicle gates are for vehicle entry and exit only. Pedestrians should use the walk-in gate.

2. The damaged locks to the pool have been repaired, and the pool is open again.

3. If your pool key doesn't work, please come to the Board meeting at 7:00 pm on the second Tuesday of the month. You can also send us an email to arrange for an exchange of keys. Send email to info@preiskergardens.net.

4. All residents have been informed of our standing rules about weedy landscapes, unmown lawns, trash cans left in sight of the street, and cars parked for long hours in front of our residences. The Board will be patrolling the community this month. We will issue written warnings about violations. You will have 15 days to correct landscape issues. Trash can violations must be corrected immediately. Failure to comply will result in a $150 fine being placed on your lot.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, December 8, 2015.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Jim Clatfelter (Secretary), and Jim Rodriguez (Member-at-Large).

The minutes for the November meeting were read and approved.

Treasurer's report: Our operating expenses for the month of October were $7,307.

Items of business included:

1. The pool was closed by the County inspector. We need to submit a plan to resurface the pool before it can be reopened.

2. $10,000 was transferred from our reserve account to our checking account to ensure we have enough in the account to cover our checks.

3. Omar will work on some repairs needed in the clubhouse. He will also get a new folding table to replace one that has been damaged.
