Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, January 8, 2015.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Wendy Mueller (Treasurer), Jim Clatfelter (Secretary), and Chris Maggio and Jim Rodriguez (Members-at-Large).

The minutes for the December meeting were read and approved.

Items of business included:

1. The pool is still closed, although repairs are in progress.

2. We had one complaint about noise from bounce houses. Please be considerate of your neighbors when using bounce houses. Let them know of your plans ahead of time.

3. Jim Rodriguez announced that he is resigning from the Board. We appreciate his service to our community over many years.

4. Parking on lawns is not allowed. A fine of $150 will be levied against any property where a car is found parked on the lawn. We intend to enforce this rule.

5. TOW AWAY NO PARKING ON OUR INTERNAL STREETS

We will install signs to notify you of this rule. You may park in the green curb zones on Channel Drive and on Meadowgate Drive. Your vehicle will be subject to towing if you park on any of the other streets in Preisker Gardens.

If you are parked for just a few minutes to load or unload your vehicle, please keep an eye on it. The tow company has permission to tow any vehicle parked on our streets any time of day or night.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, February 9, 2015.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Wendy Mueller (Treasurer), Jim Clatfelter (Secretary), and Chris Maggio (Member-at-Large).

The minutes for the January meeting were read and approved.

Items of business included:

1. The pool has been repaired and the repairs have been approved by Santa Barbara County. The pool is open again.

2. Several homeowners had complaints about the enforcement of our parking regulations. The regulations are not new, but we have not always enforced them during the daytime. We are enforcing them now due to many complaints from homeowners about excessive numbers of cars parked up and down our streets, especially on the weekends.

It was pointed out that many of our lots have the possibility of adding an additional parking space by expanding their driveways. There are some restrictions, but if you would like to do this, come to a Homeowners meeting and submit your plan. You may use concrete or brick or other suitable paving material.

The Board agreed to check with the City of Santa Maria and the Fire Department to see what the current requirements are concerning parking and street width.

3. A homeowner wanted to know what we are doing with the extra money we are getting from our increased dues. Terrie pointed out that our dues cover our monthly expenses with about $1000 left over to add to the reserve account, and this assumes that everyone pays their dues.

4. At present there are nine accounts that are behind in their dues. We are owed over $14,000 by the owners of these homes. We have leins on three of them. Six of these accounts are only slightly behind in their dues.

5. Omar will prepare an estimate of when our roads can be repaired based on current cost estimates and current and projected dues.

6. The Board meets in executive session 30 minutes before our monthly Homeowners meeting. If you would like to meet with the Board with private concerns, please email us for an appointment. We can meet with you during the executive session before the general meeting. Private concerns include making arrangements to pay back dues and to avoid having your house go to lein.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, April 12, 2016.

Board members in attendance: Terrie Hutchison (President), Wendy Mueller (Treasurer), Jim Clatfelter (Secretary), and Chris Maggio (Member-at-Large).

There was no official meeting in March.

Treasurer's report: Expenses for the month ending on March 16 were $7,122. Year-to-date expenses are $22,001.

Items of business included:

1. One of the backflow controls for our pool failed the required annual test. It has to be replaced. The cost will be about $1600. The Board approved the replacement.

2. Cars with expired license plate tags may not be parked on our streets. Three were towed away last month, and five others were moved by their owners.

3. We are changing the lock and keys to the RV parking area. Contact the Board by email to arrange to exchange your present key for a new one.

4. A Santa Maria Police Department representative inspected out community and determined that it presents a danger when cars park on our narrow streets. They recommended that we enforce the rule against parking in front of our homes.

5. Omar prepaired an estimate on how soon we might have the money to resurface our streets. The current estimate is $110,000. We have $73,000 in reserve. We need to save $37,000 to meet the current cost. We have been adding to the reserve at a rate of $1000 per nonth. This means it will be three years before we have enough money to proceed, assuming all else remains constant, which is not expected to happen.

6. All cars must stop before turning onto Cedar Road. We will get an estimate on the cost of repainting the STOP letters on the inside streets.

7. Our spring COMMUNITY WIDE YARD SALE is scheduled for the weekend of May 14 and 15. Flyers will be distributed with details.

8. Representatives from SOLAR CITY will be present at our May meeting. They will give a presentation on their company's product.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, May 10, 2016.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Jim Clatfelter (Secretary), and Chris Maggio (Member-at-Large).

Treasurer's report: Expenses for the month ending on April 16 were $5.884. Year-to-date expenses are $28,572.

The minutes of the April meeting were read and approved.

Items of business included:

1. We discussed getting chairs or benches for the pool area. The Board agreed that concrete benches would be the best option. Omar will look into prices and report back at the June meeting.

2. The Post Office has told us in the past that there is only one contractor in Santa Maria who is authorized to install mail boxes. Omar will check again to see if there are any alternatives.

3. We urge each homeowner to control the gophers on their property. It will take a community effort to rid Preisker Gardens of gophers.

4. Our Spring Yard Sale will be held on Saturday, May 14 and Sunday, May 15. Hours for the sales are from 8 am to 2 pm. We have placed an ad in the Santa Maria Times.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, June 15, 2016.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Wendy Mueller (Treasurer), Jim Clatfelter (Secretary), and Chris Maggio (Member-at-Large).

Treasurer's report: Expenses for the month ending on May 16 were $5896. Year-to-date expenses are $35,498.

The minutes of the May meeting were read and approved.

Items of business included:

1. Please remember that the person who opens the clubhouse for your event is a volunteer. Please be courteous and respect his or her availability.

2. If the Board is called with noise complaints concerning you event in the clubhouse, you will forfeit your $150 deposit.

3. People have been seen with glass beverage containers in the pool area. This is a violation of our pool rules. Absolutely NO alcohol, food, glass, or soap in the pool area.

4. We have had many complaints about dogs running loose on our streets. You are liable to a fine of $150 if your dog is found loose on our streets.

5. Please control the weeds on your property. The drought is no excuse for letting weeds grow in your front yard.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, July 12, 2016.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), and Jim Clatfelter (Secretary).

Treasurer's report: Expenses for the month ending on June 16 were $5817. Year-to-date expenses are $41,435.

The minutes of the June meeting were read and approved.

Items of business included:

1. KEYS Lost and Found

1a. We have a mail box key. If you have lost your key, please contact a Board member or email us at info@preiskergardens.net.

1b. We have a full set of keys, which includes a car door opener and a mail box key. Please contact us to claim them.

2. We have openings in our RV lot. Recreational vehicles should not be parked in the green curb areas on Channel Drive and Meadowgate Drive. Contact the Board to reserve a space in the RV lot. Homeowners will be given priority.

3. A homeowner asked whether he could build a block wall along the back of his property if he got permission from all of the adjoing property owners. The Board will take a vote and have a decision on this at the August meeting.

4. Be aware that our dues may go up by as much as 20% in October. We need to increase our reserves to have enough to pay for bringing our roads up to standard.

5. The Board discussed a special assessment to cover the road paving. An assessment of $42 per month for a period of two years would raise the $100,000 we need for the recommended road work. This would require a majority vote of homeowners to be approved.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, August 9, 2016.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Wendy Mueller (Treasurer), Chris Maggio (Member-at-Large), and Jim Clatfelter (Secretary).

Treasurer's report: Expenses for the month ending on July 16 were $8006. Year-to-date expenses are $49,472.

The minutes of the July meeting were read and approved.

Items of business included:

1. The Board voted to keep the present policy on fencing. Both wood and vinyl fencing are approved. No block walls will be allowed at this time.

2. A homeowner complained that the RV parking area is littered with junk and that a trailer filled with old tires as well as a large truck (not an RV) is parked in the lot. The Board agreed to notify the owner of these vehicles that they must be removed from the RV lot. We will notify the owner that the trailer and truck will be towed if they are not removed by the owner.

3. The Board wants to remind homeowners again that the four feet of your yard next to your neighbor's house is on your neighbor's lot. You are responsible for any damage done by tree roots to your neighbor's utility lines or foundation. You may not pour concrete closer that four feet from your neighbor's house. If you do, you will be asked to remove it.

4. A resident said that the sprinklers are hitting the walls on Preisker Lane and seeping into the back yards on the east side of Garden Drive. This can seriously weaken the walls. We will ask our gardeners to adjust these sprinklers.

5. We would like to have an election for Board members this year. All positions are open. If you have any interest in serving on the Board in any capacity, please let us know. All positions are open.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:03 pm Tuesday, September 13, 2016.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Wendy Stenzel (Treasurer), Chris Maggio (Member-at-Large), and Jim Clatfelter (Secretary).

Treasurer's report: Expenses for the month ending on July 16 were $7,441. Year-to-date expenses are $57,147.

The minutes of the August meeting were read and approved.

Items of business included:

1. We will be having community-wide garage sales on the weekend of November 5 and 6. We will advertise the event in the Santa Maria Times. Flyers will be distributed with details.

2. Terrie Hutchison, Wendy Stenzel, and Jim Clatfelter are not running for a position on the Board of Directors. Their terms in office will be complete when the election is final.

3. The election rules state that we need the ballots of a majority of homeowners to have a valid election. That is 53 ballots. If we do not have that many ballots we must wait until the next meeting when we will need only 27 ballots.

4. Five homeowners who wanted to run for office on the Board of Directors were present at the meeting.

Chris Maggio will run for Member-at-Large

Jim Rodriguez will run for Member-at-Large

We still need people to run for Treasurer and Secretary. Please let us know if you would be interested in these or any other office on the Board.

Qualifications to run for office include a) being current on your dues and keeping current and b) a commitment to attend the monthly meetings.

October 2016

Preisker Gardens HOA Meeting

The meeting was called to order at 7:03 pm Tuesday, October 13, 2016.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Wendy Stenzel (Treasurer), Chris Maggio (Member-at-Large), and Jim Clatfelter (Secretary).

Treasurer's report: Expenses for the month September were $5,961. Year-to-date expenses are $63,127.

The minutes of the September meeting were read and approved.

Items of business included:

1. REMINDER: We will be having community-wide garage sales on the weekend of November 5 and 6. We will advertise the event in the Santa Maria Times. Flyers will be distributed with details.

2. THERE WILL BE NO HOMEOWNERS MEETING IN NOVEMBER since our normal meeting date falls on Election Day. Our next meeting will be on Tuesday, December 13.

3. Five homeowners are running for office on the Board of Directors. All five were present at the meeting. They are currently up for the following Board positions.

4. All members seeking office on the new Board are running unopposed. For that reason we will not need a general election. Without objection, the current Board of Directors will approve the new Board at the December meeting. The new Board will take office immediately after the December meeting.

5. The Board voted to cancel the two telephone lines in the office and, if possible, the line connected to the front gate keypad. Your keypad entry code will continue to work.

6. The Board voted to cancel the street sweeper for a period of 3 to 6 months. We will get a bid from the gardeners (All Weather) to clean up the pine needles on Meadowgate for that period.

7. The Board also voted to cancel the monthly cleaning service for the Clubhouse. We will hire periodic cleaning of the Clubhouse as necessary.

8. We received a bid from Randy Arnold Enterprise to resurface our streets and repair broken several concrete channels at the intersections. The bid was $50,788. The Board voted to accept this bid, which should put our streets in good order for 5 to 8 years. We have enough money in reserves to cover this expense. Omar will check out and approve the company's work before we sign the contract. The paving work will be completed by the end of the year at the latest.

9. We will send out notices to each residence about parking during the time the streets are being resurfaced. The paving will be done in sections. When your street is being paved, you will not have access to your garage. You may park your vehicles overnight on streets that are not being paved on the same day. Streets will be barricaded overnight as needed. IF YOU DRIVE ONTO A STREET THAT IS BARRICADED, YOU WILL BE SUJECT TO PAYING FOR REPAIRING THE DAMAGES YOU HAVE CAUSED.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:00 pm Tuesday, December 13, 2016.

Board members in attendance: Terrie Hutchison (President), Omar Garcia (Vice President), Chris Maggio (Member-at-Large), and Jim Clatfelter (Secretary).

The minutes of the October meeting were read and approved. No meeting was held in November.

Items of business included:

1. The four members of the current Board of Directors voted unanimously to approve the new Directors, all of whom ran for office unopposed.

2. NEW DATES FOR ROAD MAINTENANCE

Due to delays caused by the rains, new dates for the road maintenance work will be distributed to each residence. Weather permitting, the road maintenance work will resume on Wednesday, December 23 and be completed by December 24.
