Preisker Gardens HOA Meeting

Meeting Called to order at 7:06pm.

Board members in attendance were: President Omar Garcia, VP Jon Berg, Treasurer Robert Jones, Secretary Jim Rodriguez, and Member at Large Chris Maggio.

December minutes were read and approved.

Streetwork has been completed & paid for. The community did very well considering the challenge of the paving being done between rainstorms. Thankfully there were no accidents from the parking displacement during the paving.

However a few vehicles did drive on the wet asphalt and as such it may need to be repaired. The cost of repairing the streets from vehicles driving on the fresh asphalt will be discussed further after consulting with Ray Asphalt Company.

The tow company will begin patrolling for vehicles parked out of compliance with the community rules on parking.

The front vehicle entry gate keypad was fixed at a cost of $115.00 because the numbers were becoming worn and members were not able to open gate with their codes.

The pedestrian gate at the front entrance was replaced at cost of $250.00 since it was broken by vandalism.

Attention homeowners: Front gate code for members is 1957.

The final phone line will be disconnected as it is not being used. This will save the community $840.00 per year.

Jon Berg (VP) suggested the RV lot be sectioned off in two leaving the front half for public parking.
Jon Berg will make a proposal with costs and pros and cons of doing this for the next meeting.
All board members were encouraged to come up with their own pros and cons list to discuss this in the next meeting.

Preisker Gardens HOA Meeting

Meeting called to order at 7:00pm.

January minutes were read and approved.

The last of 3 landlines was cancelled saving the association $840 per year. All landlines are now eliminated. To reach the board email is the best way: info@preiskergardens.net

Omar will check with the bookkeepers to be sure those behind in their dues are receiving monthly statements. If you have a problem paying your HOA dues come to a board meeting the second Tuesday of the month at 7 pm and discuss your situation with the board. This may save you from having a lien placed against your home by our lawyer.

The discussion on RV lot was tabled until next meeting.

A reminder to those who would like to reserve and use the clubhouse: The deposit check should be in the name and address of the homeowner. And the resident which registered for the clubhouse, must be present at the event. The homeowner is responsible for condition of clubhouse to be returned as clean as you found it.

Preisker Gardens HOA Meeting

The meeting was called to order at 7:06pm.
Members in attendance were Omar, President, Jon B. VP, Robert, Treasurer, Jim R. Secretary, and Chris, member at large.

February minutes were read and approved.

A request by a homeowner to widen the pool was received and considered by the board as not possible at this time.

Also regarding the pool it was reported that there was a an odor present in the spa/jacuzzi. Nothing was found at the time. Later, upon investigation, the odor was noted by the president. After conferring with the pool maintenance technician, it was discovered that someone has been using soap or shampoo in the jacuzzi. A sign has been posted by the entrance to the pool to NOT USE SOAP in the pool or spa. This could result in closure of pool area for cleaning/sanitizing. If somebody notices this please report to the board as soon as possible so we may know who is doing this. Please don't let a careless person hurt the whole communities pleasure of using the pool on a hot day.

The gate to the park was reported as not working, but upon investigation it was found to be working after all. It may have been jammed. Please only use the appropriate key to open this gate.

Of note recently is the trash being discarded on our green zone parking streets. If a community member witnesses trash being discarded in our community please contact the board and have a description of the vehicle or persons responsible. Email is the best way to contact board. Preisker Gardens HOA Meeting

Meeting called to order at 7:02pm.

Do you need to make space in your house? Would you like to park your car in the garage finally?
Good News!
There will be a community yard sale Saturday the 15th, and Sunday the 16th of JULY.
Mark your calendars and get ready to sell what you arent using and make some space and earn some cash.
An advertisement will be placed in the paper and flyers passed out to all with reminders of the dates. The gates will be open both days.

The pool gate was damaged by vandals and was fixed at a cost of 145 dollars. Pool was closed during repairs for safety reasons.

Pool reminders: If you do not have a pool key, you cannot use the pool. Trespassers will have police called on them....
Keep your invited to a minimum of 2 in addition to your household.
Remember children should not swim alone and unsupervised.
An adult must always be present.

There has been alot of petty theft and mailbox tampering noted.
The police have been increasing patrols in our community this last month.
As a member of the community, it is all our responsibility to report suspicious activity to law enforcement.
Call Police @ dispatch phone# 805-928-3781 to make a report and give a description of suspicious activities or person(s).
If an emergency or extreme situation (violence,vandalism,theft in progress) call 911.

Preisker Gardens HOA Meeting

Meeting called to order at 7:00pm.

The board will vote next month on allowing non-recreational vehicles in RV lot. There will be clause that if all spaces are full, a true Recreational vehicle, can bump out a non recreational vehicle.

In addition, the board is researching and may vote on upgrading the lights in the RV lot as well as possibly increasing the height of the wall surrounding the rv lot. This will happen sometime in future when costs can be determined for the wall.

The board is planning on upgrading the lights as soon as possible to protect the material interests of the community in the RV lot.

Financially we are saving money every month and planning to use it to improve different areas of the community, while still saving for reserve costs and major maintenance, such as the roads,clubhouse and pool maintenance. If you have a suggestion please email the board. If you would like to see financials, please come to a meeting.

The Community Yard Sale was a success with a strong turnout on Saturday.

Preisker Gardens HOA Meeting

Meeting called to order at 7:00pm.
Board members in attendance: Omar G./President; Robert J./Treasurer; Jon B./ Vice President / Chris Maggio Member at large.

Meeting was called to order on 8-8-17 and all board members in attendance at 7:00pm.

A motion was voted on and passed by the board to open up the RV trailer park to trailers other than the RV type. These will include Utility, Commercial, and other similar types of trailers with a stipulation that they can remain as long as there is space for them.
A class type of system will be put into place for trailers as well with class A being a recreational vehicle such as RV, travel trailer, pop up trailer, boats on trailers, jet-skis etc being able to be parked in RV lot as long as desired.

A class B will be the utility type trailers described above that can be parked in RV lot with proper registration showing owners address in Preisker Gardens, Insurance (if applicable as part of Homeowners Ins), and showing Preisker Gardens as named place of storage.

A class B trailer will also be only allowed to park in RV lot as long as there is available space. A class B trailer can be bumped out if a class A type trailer is trying to find a space to park and all spaces are full. Owner will be responsible to move trailer elsewhere keeping to the CC&R's if needed.

A homeowner attending the meeting questioned if the RV lot was truly a part of the common areas that can be "upgraded", or have improvements made upon it by homeowners dues as they claim it is not available for all to use at once. A history was checked into previous interpretations by past boards and was found that the cleanup and maintenance of RV lot is done without this question. The common area that was improved as a parking area and authorized as a place for specific parking is under care of Preisker Gardens HOA board. This would include safety concerns such as lighting, camera systems, wall repairs, improvements to wall, and other reasonable measures needed for those using RV lot to improve or maintain, parking striping, securing of gate with padlocks, or improvements to these items.

Also, if we use the pool as an example, everyone may not enter pool at one time and it is a common area subject to the maintenance paid for by dues by everyone.

The RV lot has had dues pay for cleanup and HAS been included in the past as part of the gardeners scope of responsibility for maintenance.

Therefore RV lot is subject to boards decisions on improvements, maintenance, and upkeep to reflect the overall good of the community as per the CC&R's.

Of course any improvements or upgrades that are paid for by homeowners dues are discussed and voted on by the board at our monthly meeting, which falls on the second Tuesday of every month.

A couple areas of our block wall need repair and a contractor was called to bid on it. This includes areas that are damaged by vandals and the "foothold" made into wall for wall jumpers and trespassers to be fixed.

The camera system for the pool/clubhouse is to be replaced this year. Camera systems are far cheaper now than before. In past this has cost thousands of dollars. Now our needs are expected to be met adequately for between $500-$750 dollars.

The board will be following up this month on yards that need landscaping and or maintenance to meet the needs of the CC&R's.
A reminder about our drought condition is that not having grass is acceptable but some sort of landscaping or xeriscaping needs to exist. This is due to windy conditions blowing unsecured dirt into your neighbhors lots and street. We also want keep our home values rising as they are doing very well in our community. Thanks to all our members of our community who are making this place look great!

A reminder that there is to be parking only in areas improved for parking such as concrete or pavers. No parking on lawns is ever acceptable and parking on dirt/gravel or decorative stone will no longer be acceptable any longer.

Also portable basketball hoops also need to be brought in daily from off the street.

Preisker Gardens HOA Meeting

Meeting called to order at 7:00pm.
Board members in attendance: Omar G./President; Robert J./Treasurer; Jon B./ Vice President / Chris Maggio Member at large.

Meeting was called to order on 9-12-17 and all board members in attendance at 7:00pm.

A vacancy was called and voted on by board. Board voted in favor of calling member at large position vacant as per bylaws of Preisker Gardens HOA and director criteria:
From September 2016 minutes"a commitment to attend the monthly meetings". Vote was in favor or calling a vacancy.

The board is proceeding with the lawyer on sending out letters of lien for homeowners with outstanding dues in excess of $200.00.
These will be voted on in open session while keeping names private for reputation and privacy issues. Paper work will then be forwarded to our lawyer James O'Neill Attorney at Law to begin the lien process against the delinquent in dues homeowners.

Financial report for this year so far is that we have saved an average of $3,250.00 per month. Remember this pays for the upkeep and maintenance of common areas such as, pool, hot tub, walls, gate,roads, clubhouse, RV lot, road striping, pool house.

Barring any unforeseen major expenses, we are happy to report the dues will not increase for 2018. So far we are on track with our 2017 budget located in clubhouse meeting room. Our current board is committed to saving our community and its members their hard earned money.

We also will look at resuming the street sweeping on a monthly or bi-monthly basis starting soon in Fall of 2017.

A nomination for addition to the board as secretary was made and approved by the board unanimously for Karen Gesky as secretary. Welcome to Preisker Gardens Karen and congratulations.

We thank Jim Rodriguez for his help these months as secretary and he has agreed to fill vacancy as member at large. His contributions to board monthly, as well as the rest of the boards contributions, are appreciated in helping us look for solutions positively and well informed by researching the possibilities that are out there.

Preisker Gardens HOA Meeting
Meeting Called to order at 7:00 pm.
Board members in attendance were: President Omar Garcia, Treasurer Robert Jones, Member at Large Jim Rodriguez, and Secretary Karen Gesky. Absent was VP Jon Berg.
September minutes were read and approved.
Lien process for six lots in arrears on HOA fees: Lots 34, 37, 48, 64, and 88. Per legal counsel, a 30-day prelien letter for each delinquent owner will require and itemized statement of the delinquent charges, a copy of our assessment collection policy, and a copy of the board minutes recording the decision to record the lien. Resolution agreed and approved.
Treasury item: Omar transferred $37,000.00 from checking to money market (savings) account.
Street sweeping will begin this week to catch up, then once in November. The first bill will show two billings.
RV lot is looking much better.
Gate Lock: The pool gate lock was fixed as well as improved by the manufacturer and will be reinstalled free of charge.
Tree trimming on Meadowgate: City of Santa Maria was contacted to inquire about trimming. The response was that they do not trim inside Preisker Garden but will look at opposite side as well as indicated two dead trees will be cut down in approximately one month.
Pool house: Homeowner, Jenna Mayne mentioned the pool building was showing significant rotting and wondered if it would be repaired. This will be researched for an estimate.
Pool heating: The pool heater does not appear to be on or working properly. Omar will have this looked at. The pool is to be heated all year. Website will be updated to reflect "all year".
Pool net and chairs: Board will check in to costs for new pool area chairs to replaced damaged chairs. Pool cleaning net may be needed if one is not found in the clubhouse or pool building.
Clubhouse sink/supplies: Omar indicated supplies were needed to be purchased for the janitor's room as well as the sink needed to be fixed.
Discussion regarding how a board member is removed was brought up by former board member Chris Maggio. Omar indicated a board member could be re-elected after 2 years on a top 3 position and after 1 year for a lower board member position. For further questions, Omar referred her to HOA legal counsel Mr. O'Neill.

Preisker Gardens HOA Meeting
Meeting Called to order at 7:00 pm.
Board members in attendance were: President Omar Garcia, Jon Berg, Vice President, Treasurer Robert Jones, Member at Large Jim Rodriguez, and Secretary Karen Gesky.
October minutes were read and approved.
Pool chairs: Lowes had some for approximately $20. It was agreed to wait until Spring to purchase them.
Dogs running loose: Police were called twice for the pit bull with no collar. Once white dog also seen out and about. Owners of dogs will receive a warning the first time, then a fine.
Parking in the streets: At least one vehicle that was out all night was towed. There is no parking in front of a fire hydrant even if loading and unloading. City code enforcement can be called if parked in front of hydrant.
Club house repairs: Repairs were made with heavy duty cable to pool entrance. Water fountain drain unclogged and janitor's sink was repaired. Still waiting on bids to repair rotten pool house siding and fence rails.
Brick wall repair: Omar is receiving call backs regarding walls to be repaired to the brick wall. Update at next meeting.
Gophers: It was recommended that gophers in yards be killed whenever possible.
Trash cans out days after pickup: Notices will be given to houses not putting away garbage cans. Cans are also not to be visible in front of house.
Landscapers were told twice about starting work before 7am. We will tell them not to start until 8am now.
Wi-Fi in clubhouse: Homeowner asked if was Wi-Fi was in clubhouse and there is not. Suggestion was made about possibly having a movie night at the clubhouse similar to other parks in the area.
Other HOA purchases: Jon Berg indicated that we need to spend money on weed spray In streets so they do not start crumbling away. Omar will purchase weed killer and clubhouse supplies and get reimbursement. We have a couple of volunteers to spray the weeds in the streets. Jon Berg asked about a credit card for Preisker Garden charges. Omar will check into it.
Minutes and Newsletter: Jon Berg suggested we mail out minutes along with monthly newsletter to home owners in Preisker Garden. The newsletter can provide information about the homes and what we are doing in our community. One third of residents don't live here and we are not getting messages to home owners. If you think a monthly or quarterly newsletter would be nice, please let us know. Jon volunteers to write newsletters monthly or quarterly. A realtor's type box with flyers next to mailboxes could be used so people could easily take one when they get their mail.
Holiday lights can go up the week of Thanksgiving and need to be taken down by January 31.
Liens to homeowners in arrears on HOA fees: Lien process was started for 6 lots. Lot# 50 was not listed on last month's meeting minutes but was approved to move forward for the lien process in October. We will monitor three new lot numbers for liens in the near future.

Preisker Gardens HOA Meeting
Meeting Called to order at 7:00 pm.

November minutes were read and approved.
Brick wall repair: Wall to be repaired in January. Postponed per homeowner not ready yet.
Pool house repair: Bid still in process.
Pool gate sections: Bids in process from Mr. Soza for galvanized and epoxied metal as it was discovered pool splashing has weakened fence from pool water chemicals.
Street sweeping looking good. December sweep was done already prior to ash falling.
Holiday lights reminder to take down lights by 1/31/2017
Weed abatement has begun by Mr. Ray Robledo
Gophers: Omar tested non-lethal ultrasonic gopher repellent this month with success this month.
Liens to homeowners in arrears on HOA fees: Prelien letters delayed due to attorney spam folder.
There will be an additional January meeting in addition to regular meeting to discuss annual goals. Date for additional meeting to be determined at January meeting.
RV wall: Jon will have an estimate after Jan 1 regarding barbed wire, cameras.
Newsletter will be worked on in January by Jon Berg.
Omar called asphalt company for bid to fill holes in front of gate…will update in January
Jon asked Chris Maggio to verify if key #12 is still in her possession.
Susan Newman (lot 7) turned in her gate remote and pool key as she is moving.
Chris Maggio reported a leak (water gushing at approximately 1am) near her house from sprinklers by wall. The gardeners are responsible and they will be contacted to check for the leak.
