Preisker Gardens HOA Meeting
Meeting Called to order at 7:00 pm.
Board members in attendance were: President Omar Garcia, Treasurer Robert Jones, Member at Large Jim Rodriguez, and Secretary Karen Gesky. Board not in attendance: Vice President Jon Berg
December minutes were read and approved.
Omar read overview of work accomplishments in 2017:
-Recovering dues from past due accounts.
-Maintenance and upkeep to pool door gates (x2 gates) and electronic locks and programming, 2 sections of rotted pool fencing fixed.
Keeping non residents out of pool with police help.
-Fixing clubhouse wear and tear, janitor sink faucets, water fountain operational after years of being broken works now for refreshment to all using clubhouse, garbage disposal fixed a couple times.
-Street sweeping in action once a month.
-Park gate fixed.
-Major cleanup of RV parking lot that was unkempt for years and new lock.
-Parking patrols increased, and vehicles towed. Residents complaints about parking have decreased dramatically.
-More community involvement in cleaning and in suggestions and appreciation.
-Saving thousands in unnecessary expenses and increasing our reserve.
-Dues staying at $90 per month.
Pool gate sections: Mr. Soza completed the repairs for a total of $1675
Liens to homeowners in arrears on HOA fees: Prelien were mailed out today.
Chris Maggio to verify if key #12 is still in her possession. As of today, she hasn't found it but will continue to look for it.
Chris Maggio reported a leak near her house from sprinklers by wall at December meeting. The gardeners are responsible so they checked and could not find any leaks.
Chris Maggio mentioned a house that is building must be in the minutes and okay it and take a picture for record. House putting pillars for fencing with stucco are taking over one month.

Preisker Gardens HOA Meeting
Meeting Called to order at 7:06 pm.
Board members in attendance were: President Omar Garcia, Treasurer Robert Jones, Member at Large Jim Rodriguez, and Secretary Karen Gesky. Board not in attendance: Vice President Jon Berg
-January minutes were read and approved.
-Copy of 2018 budget provided: HOA fee remains the same for 2018 at $90 per month.
-HOA fees in arrears: Prelien status move to actual lien for those with non-payments on 3 homes.
-Sprinkler valve leaked at clubhouse grass area: Allweather company repaired it
-Security issues and updates: Recent vandalism to vehicles in RV lot
-Barbed wire for RV lot status: Jon Berg will provide an update at March meeting
-New cameras status: In process of selecting new cameras
-Warning notices issued to residents for violations: Vehicle parking, basketball hoops, flat tires, storage, garbage cans not brought up after garbage day and kept out of sight, and Holiday decorations up after 1/31. Karen will check with city compliance on cars with no tire and on a jack.
-Gas line was hit while digging: Always Dial 811 before you dig for locating all utility lines free of charge. If you hit a gas line WITHOUT calling 811 you can and will be charged by the Gas Company for repairs, or any other utility you damage.
-Pool and hot tub hardware updates-Omar will set date with company
-Meeting was adjourned at 7:28 pm.

February minutes were read and approved.
2017 Financial Statements and supplementary Information available in the clubhouse
Front entryway paved for spotty areas, a couple members did not like gravel or lack of cleanup. Omar will make a call to the company to see if they will fix it.
RV lot: Arson in lot discussed
RV Lot improved security: Karen to get Jon Berg to provide parts list and drawing for RV lot. Mark McNutt, Robert Jones and Joe Soza will assist in work. Joe will look at RV gate to see if he can modify it to make it easier to open. Gate may need to be taller without too much weight to be added to it. May not be able to have barbed wire with electricity. Karen will check with City.
Chris Maggio mentioned to check on barb wire or electricity with city and lawyer. Karen will do this.
Mr. McNutt has a friend that will make warning signs for us regarding cameras in use and/or electric wires.
Electricity is available on pole so now we have an option to put in a different camera system-Omar will advise by next meeting.
Vote on costs: Estimated time and materials for front gate camera as well-second priority. Also, gate code change in future. Estimated time and materials costs--vote on purchase at April meeting.
Police Activity past weeks. House on Garden, house on Almond as well as car fire. Separate executive session after this meeting will be held to discuss due process
Yard sale coming up: Determine the date at April meeting.
Fines: Determine new fine schedule for those who do not comply with CCRs. Looking at updating fine amounts.
Chris Maggio suggested no home improvement approval to a home if a homeowner has a lien on the house.
Warning notices and violations-reviewed details on warning notice.
Planning session: Mark McNutt, and Joe Sosa will stay for the planning meeting following this meeting.

Sprinkler controller replaced for $350 at clubhouse by landscapers. Old one broken. Water bill really high, president called and asked for landscapers to check.
Front Gate was welded and repaired February by Shaver Gates.
Reminder to all to bring in trash cans on date of pickup.
The Vote on new policy of updating fine policy schedule was approved. It will be added to the standing rules and website.
The vote on security fence in RV lot was approved for $10,997 from Fence Factory . Only pending City approval written. Have checked with our Lawyer,and our Insurance carrier. This is due to arson, and multiple break ins to members rv's, trailers and thefts.
A vote was made on cancelling street sweepers and approved.
As stated before vehicles can be towed at any hour and homeowners be fined if they are in violation of Preisker Gardens standing rules. Final warning for all members, and standing rules will be brought in line with changes from 2016 for towing allowable at all hours of day for parking violations in addition to lots being fined.
Preiskergardens.net website pages will be adjusted and cleaned up for clarification purposes.
Pool furniture will be replaced, no vote as this is a wear and tear replacement of existing stuff. This will cost less than $300.00 for everyones enjoyment of the pool.
Pool rules were read to those in attendance (about 10 members plus board).
John Berg has resigned from V.P. Preisker Gardens. We thank him for his valuable work, experience and input.
Meeting was adjourned at 7:22 pm.
2 executive sessions were held for standing rule violations after the meeting. The Board spent about 20-30 minutes with each case discussing standing rules with members consisting of parking rules and no nuisance policy along with safety of community.

April minutes were read and approved
Permit for barbed wire fence on RV lot is in process and work to begin as soon as possible with permits and fence factory schedule.
New fine schedule posted on website and bulletin boards in April
Newsletter will be created periodically and copies posted in clear boxes by bulletin boards.
Yard Sale - June 9 and 10th; from 8am until 2pm. Information will be delivered to each home
Gate Code discussed and determined to complicated to try to update at this time.
Notices to homes who need to improve the yard will be mailed to homes.
Pool and hot tub hardware updates-Robert will contact pool person.
New requests for keys from residents addressed
Resident J. Mayne asked if a natural wood fence is okay without painting it brown as listed in CC&R's. Natural is earth tone so it is okay.

May minutes were read and approved
Update on RV fence - approval is only for wall on riverbed side. No gates approved yet. We will rebid additional work with Fence Factory and submit to the City for review and approval.
Examples around parking rules will be included in the next newsletter
Fall yard sale proposed for September
Yards out of compliance have been placed on notice and have made improvements or are in process of improving
Possible non-resident with keys to RV lot -- such as red boat parked on back lot
Solar lighting to be added to RV lot
New cameras were installed in pool area
Lawn watering okay. Currently no restrictions
A resident suggested landscapers check water sprinklers once a month minimum. Board has been in contact with landscapers the last 2 months for broken sprinklers etc. Board also contacted landscapers about brown grass at greenbelt. Landscapers let us know it is due to recent heat wave and wind, not broken sprinklers. Landscapers will adjust watering schedule to remedy.
Resident requests regular use of clubhouse on Fridays with flexibility to give it up if another household needs to use it on a Friday
A suggestion made by a members to work towards community events for residents to get to know each other better.
Residents reports of more cars parked up to 1.5 months and not moved, board has had vehicles cited and towed and will cite more vehicles as they are found to comply with the 72 hour parking rules.
Motorhomes parked on curb for a while will need to be addressed.
Resident requesting more consistency on tickets to people breaking rules getting violations, Board let members know that unless seeing by board or reported by another member, 100% perfection of coverage is not possible, Board is doing best it can. Board let members in meeting know that a dedicated 100% paid effort to keep all rules in place would be to turn over community to a property management company that would raise the dues considerably.
Board let members present at meeting that 15 yards were cited for landscaping maintenance and that a lot had been fined for parking violations. This is in addition to Central City Towing which patrols at random for violations.
A member requests all to not leave dog food out to prevent wildlife from foraging in members yards.
Pool and hot tub hardware updates-Robert will contact pool person. Still in process.

Agenda items discussed:
Still determining who owns boat in RV lot
Solar lighting in RV lot is in process with Solar Electric for lamp posts out within the community and RV lot.
Status of landscapers "for a once a month minimum sprinkler system check" is not feasible. Also, they insist last quarter nothing was wrong but, this quarter items were broken and have been repaired.
Community events such as ice cream social are currently not feasible for multiple reasons. Special insurance required, all owners must vote and approval HOA funds to be used for a community event if not currently within the bylaws.
Verbal and written citations given for speeding within Preisker Gardens this month
Pool and spa service approved for $2107.76 for Triton Pool and Spa to make repairs
