January 8, 2019 Meeting Minutes
Board members in attendance were: President Omar Garcia, Treasurer Robert Jones, and Secretary Karen Gesky. Board members not in attendance: Vice President - Vacant, and Member at Large Jim Rodriquez
"November minutes were read and approved.
" There was no meeting in December.
"Robert to fix potholes.
"Water at pool area being left running again--Robert placed lock box on faucet.
"Additional cameras update - assess what budget is needed by February meeting. Board to replace cameras at guardhouse next.
"Mailbox knocked down or fell over - post office will replace the mailbox since they own it. Mailbox has been fixed. Your original keys should work. If you have a problem with your key, please replace lock with postoffice.
"Clubhouse supplies to be ordered.
"2019 spending projects-determine next month.
"2019 maintenance budget: annual floor waxing will be done in January.
"Questions from members in attendance: Chris M mentioned trash by pool and parking lot. Some cars there overnight. Board to investigate.
"Meeting was adjourned at 7:22pm

Preisker Gardens HOA Meeting

February 12, 2019 Meeting Minutes
Board members in attendance were: President Omar Garcia, Treasurer Robert Jones, member at large Jim Rodriguez. Board members not in attendance: Vice President - Vacant, and Secretary Karen Gesky
January minutes were read and approved.
Pothole on Cedar fixed by Robert Jones. Patch holding up very good to recent rainstorms. Robert to get materials and fix a few more potholes.
Clubhouse floor waxing to be done this month.
Landscapers called to remove fallen tree on Preisker lane and remove entire tree as it is tipping and in danger of falling into road.
Clubhouse cleaning of windows, and cleaning supplies, stocking supplies and doormats to be ordered this month.
When roads are quoted for repair this year, estimate to include concrete in front of 2226 Almond lane as water pools excessively there.
Budget for year 2019 is in clubhouse. Dues to stay at $90 a month.

Preisker Gardens HOA Meeting

Meeting called to order at 7:01 pm.
Board members in attendance were: President Omar Garcia, Treasurer Robert Jones, and Secretary Karen Gesky. Board members not in attendance: Vice President - Vacant, and Member at Large Jim Rodriquez
February minutes were read and approved
No meeting held in March
Notices for basketball hoops and parking violations issued and fines may be imposed for failure to comply
349 Channel approved for fence extension
2141 and 2132 Garden drive driveway extensions approved
Three cars towed in past month
Tax returns completed. Financial information available in HOA meeting room for viewing.
Getting quotes for water and landscaping for greenbelt; drought resistant options being considered as water rates have gone up
Getting quotes for a thicker asphalt for our streets
Our attorney forgot to process liens on three homes and one of them on Chestnut was sold so over $3300 not collected.
Pool gate bent again, Robert will check camera
Robert to assess pool house siding and repair
Community yard sale set for May 18 and 19, a community member has volunteered to arrange ad in paper.
Open forum
Repairs on brick fence needed
Report of vehicles being parked at stop sign outside of Preisker gate; will look into signage or police patrol so kids aren't hit. NO PARKING ON CEDAR, ESPECIALLY main entry and exit! CHILDREN ARE IN DANGER OF BEING HIT BY VEHICLES AS THERE IS BAD VISIBILITY WITH CARS PARKED. If too many complaints school can be called and bus stop moved from its current location. PLEASE RESPECT OUR PARKING RULES.
Report of motor home on side parking areas with people in it, board investigated and told them parking overnight is not allowed here in Preisker Gardens. We are not a campground.

Preisker Gardens HOA Meeting

Meeting called to order at 7:00 pm.

April minutes were read and approved

2210 Garden drive driveway extension approved

Omar received quote for greenbelt water reduction work. Board to review doing it in sections. The total price is for $49,867.00.
It removes 45% of lawn and will consume 30% plus in reduction of water use. Proposal will be in clubhouse at next meeting.

Getting quotes for a thicker asphalt for our streets. Omar met with Joe from RAE asphalt for chip and seal and slurry combination for our community. We will have 2-3 proposals and weigh the costs.

Open forum
Still hearing about vehicles parking on cedar for school drop-off and pickup of children. Once again:
NO PARKING ON CEDAR, ESPECIALLY main entry and exit! CHILDREN ARE IN DANGER OF BEING HIT BY VEHICLES AS THERE IS BAD VISIBILITY WITH CARS PARKED. PLEASE RESPECT OUR PARKING RULES.
If vehicles are from outside community members may call police and report them as trespassing.

Preisker Gardens HOA Meeting

Meeting called to order at 7:00 pm.

May minutes were read and approved

2212 Almond lane drive driveway and fence extension approved

Waiting on quotes for a thicker asphalt for our streets.

Vehicles parking on cedar for school drop-off and pickup of children. Board will paint NO PARKING with red paint on curb/gutters of Cedar as needed in problem areas.

Jim to call school about moving bus stop to area down road by Preisker park.

Pool problems. Signage for pool area about pool being under surveillance to be bought and installed.

There is a hole behind pool that needs to be filled with concrete.

Jim is monitoring side parking and because of this a vehicle was called into police and found to be stolen. If you have a suspicion about something email board.

Board monitoring pool in shifts and members with more guests than rules state or not following rules will forfeit their keys to HOA and police may be called for trespassing.

Entry drive up gate remote problems fixed. Walk in gate to be fixed next.

Clubhouse needs floor waxing. Board looking to find a floor buffer.

We are pleased to have voted in 3 new board members who are:
Fernando Rivera, Erica Jordan, and Chris Maggio.
We thank them for caring about their community and helping out by stepping forward and offering their time to help keep Preisker Gardens peaceful and safe.

JULY PREISKER GARDENS MEETING MINUTES
Meeting held 7-9-19 at 7pm.
Board listened to the need for a reminder of rules requested by homeowners on Almond street, copies of rules were posted on Almond street.
Reminder that in gated community there is a "No Nuisance" rule.
From our website: NO NUISANCE: Our CC&Rs prohibit nuisances, which are defined as any activity which may become an annoyance to and interfere with the quiet enjoyment of any other resident.
PENALTIES FOR VIOLATIONS: The Board of Directors is empowered to impose a fine based on the adopted penalty schedule on owners who violate any of the Standing Rules or any of the restrictions in our CC&Rs. Owners will be notified of the violations and given the opportunity to correct them before any fine is imposed. Owners are responsible for violations by tenants. The fine will fall on the owner, not the tenant.
Preisker Gardens HOA Board has adopted the following
PENALTY SCHEDULE
1st Violation..........Written Warning and Fine if not corrected

2nd Violation (same offense).......................................$50 to $200

3rd Violation (same offense)........................................$100 to $300

Additional Violations (same offense)...............................up to $400

Safety Violation.......................................warning or fine up to $500

Continuing Violation..........................Can be daily fines until cured

Suspension.........common area privileges may also be suspended
Assessment.................may be levied to reimburse HOA expenses

"No Parking in front of Clubhouse or Pool Unless using"
Round up being purchased and applied to common area problematic weed areas.

Preisker Gardens HOA Meeting

AUGUST PREISKER GARDENS MEETING MINUTES

All board members in attendance.
Omar Garcia president, Robert Jones treasurer, Jim Rodriguez member at large, Erika Jordan, Fernando Rivera, and Chris Maggio.
"No Parking" has been painted in RED PAINT on Cedar entry and exit gutter/curbs.
Reported that locked gate to Preisker park has not been working correctly from one side. Robert to investigate.
Jim will contact Taylor school to move school bus drop off site if too many cars parking on Cedar.
Vehicles parked in green zone have all been tagged with intent to tow signage and all have been moving or parking on their own property. Jim will continue to monitor and enforce.
All of 2200 block of North Garden has received english and spanish copies of rules posted on their doors as it continues to be problematic in regards to basketball hoops and cars parked in street.
Community yard sales will be in October.
Trash along side green zones has been continued to be picked by a board member as well as emptying garbage can and cleaning clubhouse.
A renter complained of members not picking up their dogs feces.
If you are walking your dog and it makes a mess it is dog owners responsibility to pick up the poop.
A white van has been warned about sleeping overnight in our community.

AUGUST PREISKER GARDENS MEETING MINUTES

Board members in attendance were:
Omar Garcia president, Robert Jones treasurer, Jim Rodriguez member at large, Fernando Rivera, and Chris Maggio.

Pool inspection was conducted by county of Santa Barbara and Preisker Gardens HOA pool and was found in compliance with safety and applicable regulations.

Litter on green curb zones will be dealt with by board. It has been continued to be collected by board member and disposed of properly.

Green zone parking looks good. Jim will continue to police the area.

Upstairs clubhouse toilet and water lines replaced by Fernando.

More gate openers to be ordered.

The light at 2200 Iliff is working erratically. Omar to call electrician.

Our community yard sale will be held October 12,13th. Hours will be from 7am-3pm. Gates will be opened for event.
An ad will be placed in Santa Maria times and a member has volunteered to post the event on Social Media.
This is the time to get your garage cleared and make money from what you are not using around the house.
Flyers will be handed out to all in community to prepare.

Park gate will be looked at by board. Reported to be broken on one side again.

Tree trimmed at bus stop as school and city buses were being hit by it.
Tree trimmed at entry gate by board member. Branch was extending into members yard.

AUGUST PREISKER GARDENS MEETING MINUTES

Board members in attendance were:

September minutes read and approved. Los minutos de junta de Septiembre fueron leídos y aprobado.
Light on Illiff working after tree trimmed back. La luz del calle Illiff está trabajando bien después de podar el árbol que le estaba estorbando.
Pool drain cap missing, Robert will contact Triton pool to fix. La tapa de la piscina está perdido, Roberto va llamar la compañía de mantenimiento de piscina Triton para repararlo.
Clubhouse floor was waxed and cleaned professionally, this cost $600, this is a twice a year or minimum, once a year item depending on clubhouse use. Los pisos del salón fueron pulidos. Este costo $600. Este debe ser dos veces al año y mínimo una vez dependiendo el uso del salón.

Yards need more upkeep, if you aren't going to water your lawn, you need to do an approved low water use design, rock garden or xeriscaped. Consider artificial lawn. If you have a party at your house, remember parking rules, NO PARKING ON CEDAR Road. This is an emergency vehicle road, as are all cross-streets. Board answered questions from 2 new families to our community and gate remotes were purchased. La asociación respondió a preguntas de 2 nuevas familias en la comunidad.
Many dogs have been off leash with no owners. Some Dogs have been wandering around and scaring residents. Any homeowner can be fined for lost dogs wandering around. Muchos perros están hallando errante en las calles sin sus dueños. Esto puedo resultar en multa al dueño del perro. Reminder, do your homework before doing yard, concrete additions or any digging. Call 811 to have utility companies mark buried lines and dangers in and under your yard or project site. Have a drawing for the board for architectural review and all projects must be approved and inspected before work being done by the HOA board. Recordatorio, antes de hacer cambios a tus yardas en añadir concreto o escarbar, llamar el 811 en tu teléfono y asegura que tu Proyecto es Bueno y sana porque las líneas de electricidad, teléfono y otros utilidades y pipas que están debajo de tu suelo en tus yardas. Si dañas a las líneas, es TU RESPONSABILIDAD pagar para las reparaciones. Tu proyecto no puede comenza hasta que ha sido aprobado por la Asociacion.

Pool drain cover missing, Triton pool has been contacted. Tapadera del desagüe para la alberca se desapareció, y mantenimiento para la alberca ha sido informado.
Fine notices will be sent to owners of homes that are being rented for rules being broken. If you are a renter the owner can pass the fine on to you in your rent. Be warned. Se estará mandando cartas de multa a los dueños de casa que tienen gente rentando para las reglas que se están quebrando. Si eres rentador la multa te lo puede pasar a ti el dueño. Sean advertidos.
Waiting on bid for road repairs from RAE asphalt. Our roads are looking bad. Esperando cuanto será para reparar los caminos. Los caminos se ven mal.
A fruit tree was robbed of its fruit and a police report made. Dont pick fruit that does not belong to you! Un arbol frutal fue robado de su fruta y reporte a la policia fue creado. No vayan a cosechar fruta que no es tuya!
The walk in gate was approved for repair at $475. La puerta de entrada peatonal fue aprobado para reparacion a un costo de $475.
There are many coming in on bikes who do not live here in early morning hours. Remember Preisker Gardens is a no trespassing private property area. If you see someone suspicious report it to the police. There have been car break-ins this month. Hay muchos que no viven en la comunidad de Preisker Gardens que se han visto temprano en la mañana siendo sospechosos andando o con bicicleta. Se ves a sospechoso llama la policía para ser reporte. November minutes were read and approved. Minutos de reunión de Noviembre fueron leídos y aprobados.
Purchase and installation of 4 smoke and carbon monoxide detectors approved by board for clubhouse rooms. Aprobado por officiales del bordo HOA comprar y instalar detectores de humo y monoxido de carbon para el salon.
Womens bathroom in clubhouse to be repaired or replaced if needed. Inodoro de las mujeres en el salon aprobado para reparar or remplazar si necesario.
