Preisker Gardens HOA Meeting

Not enough members to vote on asphalt or other projects.
Reminder of rules for all.
NO NUISANCE: Our CC&Rs prohibit nuisances, which are defined as any activity which may become an annoyance to and interfere with the quiet enjoyment of any other resident.
No Molestar: Nuestro CC&R's prohibe molestar, se refiere a cualquier actividad que pueda fastidiar o interferir con la tranquilidad de otro residente (musica alta o ladridos de perro continuos).
PARKING: In consideration of current fire safety laws and our narrow streets, our CC&R's do not allow parking in front of houses except for brief loading and unloading and NEVER in front of your neighbors. Only Service People are allowed extended parking to perform work at residences. All vehicles must be parked in garages, on driveways, or in the green curb zones on Meadowgate Drive and Channel Drive. Parking is NEVER allowed on lawns, even if you are washing your car.
TOW AWAY ZONE: All vehicles parked on the residential streets from 10 PM to 5 AM are subject to being towed away without warning. Green Curb: This parking area is not for abandoned vehicles or vehicles you don't use or that residence has no room for. All vehicles parked at the green curbs must be moved periodically - At least once every 72 hours or are subject to being towed.
SPEED LIMIT: The 15 mph speed limit is imposed for the safety of all of us. Our streets are narrow; we have no sidewalks; and children are often playing in streets. ALWAYS USE CAUTION.
Estacionamiento: En consideracion de las leyes de seguridad de fuego y nuestras calles angostas, la CC&R's no permiten estacionarse en el frente de las casas excepto para cargar o descargar y NUNCA permite estacionarse en el frente de sus vecinos. Solamente el Personal de Servicio puede estacionarse por periodos de tiempo extendido para llevar a cabo el trabajo en las residencies. Todos los vehiculos deben de estar estacionados en la entrada de la conchera, en la cochera o a lo largo de la zona del bordillo verde en Meadowgate Drive y Channel Drive. No es permitido estacionarse en el cesped ni siquiera para lavar su carro.
Zona de Remolque: Todos los vehiculos que se encuentren estacionados en las calles residenciales de las 10pm a 5am seran remolcados sin aviso. Bordillo verde- esta area de estacionamiento no es para vehiculos abandonados o vehiculos que no usa o no tiene lugar en donde estacionarlos en su residencia. Todos los vehiculos estacionados en el bordillo verde necesitan moverse periodicamente por lo menos cada 72 horas o seran sujetos a ser remolcados.
Limite de Velocidad: El limite de 15 mph se impone para la seguridad de todos nosotros. Nuestras calles son angostas; no tenemos banquetas; y a menudo hay ninos jugando en las calles. SIEMPRE USE PRECAUCION.

Lightbulb by mailbox at clubhouse dim and needs to be changed.

Board member suggested that all members in community work on making their yards beautiful or make improvements such as gardening, low water use plants, or keeping lawns green. There may still be water conservation rebates available from county, state, or government.

Drain plate still missing at bottom of pool. Per Triton pool, this is not a safety issue.

There have been children seen throwing landscaping rocks into the pool. This is a safety, and extra work issue as Triton Pool, and board member has had to remove these rocks from pool and discard. Please do not let your children play with your neighbors landscaping rocks etc.

2222 Iliff was approved for a shed pending final review by architectural committee Chris Maggio and Robert Jones.

Mailboxes need painting. It was discussed that these are property of United States Postal Service. We will need to ask them to upkeep them or get permission to paint.

Pedestrian gate at front has been fixed. Faded gate will be repainted.

Reminder, parking at front for dropping children off to bus not allowed, this is a no parking zone. Police can be called for trespassing and cameras can be reviewed and your home be fined for parking there.

There is a proposal for road paving that needs to be voted on next month or as soon as another proposal for water saving green zone comes in for Preisker lane.

Treasury report- We are happy to report that Preisker Gardens HOA is doing well at current dues and no plans to raise dues for 2020.

February meeting minutes read and approved.
Las actas de la reunión de Febrero fueron leídas y aprobadas.
Board reviewed cost savings of reducing the sod or lawn out at front green belt on Preisker lane. President Omar Garcia showed how a 50% or more reduction in grass watering should give a savings of $6,900 a year using past 4-5 years of data. 2 proposals were reviewed with some questions needing to be answered about 1 of the 2. Board agreed that Preisker Gardens needs to move forward on this critical cost and water saving measure next month when proposal questions are answered and reviewed with rest of the board.
Landscaping maintenance was also discussed and a negotiation could result in savings of 3,900 per year.
That would bring total estimated savings to $10,800 per year. Further keeping our dues low and saving for asphalt repair. It is critical to get water savings in place before summer months as it would not be wise to waste another year of heavy watering costing Preisker Gardens members thousands of dollars.
The return on investment for the $47,000-49,000 dollar grass water saving proposals, along with reduced landscaping maintenance costs would be 4.3 years. In addition to this, Preisker Gardens HOA is saving money each month diligently to cover crucial maintenance and future asphalt project hopefully at end of this year 2020, or beginning of 2021.
El Presidente de Preisker Gardens Omar Garcia mostro que podemos ahorrar $6,900 por ano si quitamos el mayoria del cesped en frente de la comunidad en el calle Preisker. Revisamos dos propuestas. Habia 1-2 preguntas que necesitan respuestas antes de votar. El bordo esta de acuerdo que debemos hacer esto para ahorrar dinero para la comunidad y especialmente gastos para reparar las calles y cosas asi.
Tambien el costo cada mez puede ser reducido para ahorrar mas dinero hasta un total de 10,800 al ano junto con usar menos agua con quitar el césped de enfrente. Para recuperar el gasto de quitar el césped de $47,000 tomara 4.3 anos.
Our backflow valve behind pool house needs repair and as we have the budget this was scheduled to be done for $1,299.00 during month of March.
El valvula de reflujo esta casi quebrado detras del alberca, tenemos un propuesto de $1,299.00 para repararla. El bordo esta de acuerdo de repararlo en Marzo.
USPS mailboxes were discussed. They are rusting and lacking paint. They are property of USPS and we cannot touch. A board member will try and get a hold of USPS to request painting and or repair as needed.
Las cajas para las cartas son propiedad del Sistema postal y no podemos repararlos aunque estan consumidos de mojo y falta de pintura.
A motion to begin lien process against Lot#'s 64 and #37 and was seconded by treasurer Robert Joneas. A vote was called and voted on by all board members. These properties are behind 2-3 years in dues and show no evidence of payments during that time. All board members voted in favor of this motion.
Un mocion legal fue empezado y movido a Segundo por el tesorero para empezar el proceso de LIEN contra dos propiedades. El lote #64, y #37 ya que estas dos están detrás en pagos 2 y 3 anos sin evidencia de pagar durante ese tiempo. Todo el bordo voto en favor de este moción legal.

Preisker Gardens HOA Meeting

Meeting began at 7pm.
Board members in attendance: Omar Garcia, Robert Jones, Chris Maggio.
Motion to vote on Sod removal program seconded by Robert Jones.
Board voted on using Excelencia Gardening's Proposal to reduce grass out front and cancel Allweather Gardenings Contract.
All in favor 4 of 5. 2 votes by proxy in favor counted for Jim Rodriguez and Fernando Rivera. Omar Garcia and Robert Jones voted in Favor. 1 board member got to meeting after the vote but expressed it was good.
El Junta de HOA voto en favor de la propuesta de Jardineria Excelencia para remover y cambiar el paisajismo de el calle Preisker en frente de la comunidad. Voto en favor de cancelar el contrato de Allweather Jardineria. El junta de HOA esta negociando nuevo nuevo contrato de mantenimiento de jardineria con Jardineria Excelencia.

Board members discussed the lack of upkeep on broken sprinklers and dead plants and upkeep on side areas inside community.
A new maintenance plan is being negotiated with Excelencia Gardening to take over for Allweather.
La junta de HOA hablo acerca de los plantas muertas y
rociadores quebrados y mantenimiento adentro a los lados de la comunidad.
Complaints were received by board about a trailer on garden. Board spoke with renters at residence and offered the RV lot solution. 1 key was issued for RV lot.
La junta de HOA recibio quejas de un remolque estorbando. Omar hablo con los rentadores de la casa y ofrecio el solucion de tener un llave para el lote de vehiculos recreativos y remolques atras de la comunidad. Adquirieron el llave y movieron el remolque.
Dogs not on leashes causing problems. Dogs not on leashes are not permitted by law or community rules. Homeowners or renters whose dogs are not on leashes will be subject to written warnings and fines if necessary. 1 dog and owner were injured in 1 incident and in another incident a pit bull was aggressive and loose. Animal services were called by Omar and owner of dog and house where it was visiting were Ticketed and Cited by Animal services officer and Preisker Gardens HOA Board.
Muchos perros están hallando errante en las calles sin sus dueños. Esto puedo resultar en multa al dueño del perro. Se están amenazando a veces a los residentes porque están sin dueño y a veces agresivos, ladrando en la calle.
Hay perros sin lazo, or correos en la comunidad causando problemas y incidentes. Un residente fue mordido y su perro hospitalizado. En otro incidente un perro pit bull fue suelta y Omar llamo a Servicios de control de animales. Al fin este perro fue muy aggresivo y peligroso. El policia de control de animal dio citacion al dueno del perro que estaba visitando, y El junta de HOA dio un citacion al dueno de perro y casa sobre este incidente.
From rules:
DOGS AND CATS: Our CC&Rs allow two domestic pets per household. And they state that "no dogs whose consistent barking disturbs other owners shall be allowed to remain on the property." Dogs are not to be allowed to run free. Walk them on a leash, and be prepared to clean up after them. And please, if you have cats that you let outside, provide a litter box for them.
Solo dos animales domesticos por casa. No perros ladrando que molestan a vecinos. Perros no deben dejar sueltos sin lazo or correo. Limpie el excremento de tu perro.
Yards need more upkeep, if you aren't going to water your lawn, you need to do an approved low water use design, rock garden or xeriscaped. Consider artificial lawn. Las yardas de los miembros necesitan más mantenimiento. Si no vas a tener pasto verde, considera poner jardín de rocas, pasto artificial, o un yarda que no utiliza mucha agua para mantener.

Board would like to remind all that if they observe suspicious activities to call the police. The board is not the police. The police can determine what is suspicious and keep you from having to confront strangers or be in a dangerous situation. Please use good judgement.
There have been reports of people hanging out parked on side streets and thowing trash in bushes. If you see this, please email board with who they are so we can keep the community clean.
La junta de HOA quiere recordar a todos los que viven en la comunidad que si observan gente o cosas sospechosas, que sean de buen y juicio y no confrontar o ponerse en situacion peligrosa. Llama la policia 805-928-3781. O 911 si es emergencia.
Hay reportes de gente tirando basura en las plantas a los lados de la comunidad. Si ven esto manda correo electronico a info@preiskergardens.net para que la junta de HOA puede poner fin a esto y mantener nuestra comunidad limpia.

Preisker Gardens HOA Meeting

Meeting started at 7pm.
La reunión empezó a las 7 de la tarde.
Meeting attendance was Jim Rodriguez-member at large, Fernando Rivera-member at large, Chris Maggio-member at large, Omar Garcia-President
Roof repair to clubhouse finished. Cornerstone now fixing damaged ceiling drywall this month.
La reparación del techo exterior se ha terminado. Ahora Cornerstone empezará reparando el techo interior.
The maintenance proposal for Preisker Gardens landscaping for $1000 monthly was reviewed and voted on. All were in favor. This would start in July. The cost is 320 dollars less than what we paid monthly before.
El propuesto de mantencia de jardinería que será $1000 al mez fue leido y todos votaron en favor de el propuesto. Esto empieza en Julio. El costo es 320 dolares menos de lo que pagábamos antes.
A member was fined for being double parked in street for many hours in the day. This was a safety and violation of standing rules.

There is no estimate on date to open pool. Nor can the hall be used. This is because of the county rules and limitations in enforcing social distancing policies.

2147 Garden drive was approved for a driveway additional parking space and a retaining wall.
